Title I Update
On December 10, 2015, the bipartisan Every Student Succeeds Act (ESSA), which
reauthorizes the Elementary and Secondary Education Act of 1956 (ESEA) was signed.
ESSA builds upon the critical work states and Local Educational Agencies (LEAs)
have implemented over the last few years. ESSA includes provisions that will help to
ensure success for students and schools. According to the statement of purpose in
ESSA, “The purpose of this title is to provide all children significant opportunity
to receive a fair, equitable, and high-quality education, and to close educational
achievement gaps.”


Carmi-White County CUSD 5 elementary schools are classified as schoolwide
flexibility schools. All children in the schoolwide program building may participate in activities funded (consistent with the school’s comprehensive schoolwide program (SWP) plan). The SWP shall use funds available to supplement the amount of funds that would, in the absence of Title I, Part A funds, be made available from non-Federal sources for the school. Title I and
Title II funds salaries and benefits for 2 certified teachers, 5 teacher’s aides, and 4
secretaries. Title I funds pays for program renewal subscriptions and professional
development for teacher training. Devices such as Chromebooks, carts, projectors,
printers, toners and other supplies are purchased with Title funds. The reauthorized
law prioritizes excellence and equity for students and supports great educators.
Funding is authorized through the 2020-2021 school year.

High School winter sports banquets
Congratulations to all high school winter athletes who were recognized by their
coaches at the high school individual team winter sports banquets. Students were
recognized not only for their achievements but also for being excellent student
representatives of our school district and community.


High school recognition and awards were presented at each team’s individual banquet.
Presentations were coordinated by Athletic Director Kurt Simon and the coaches of
wrestling Mr. Terry Gholson and Mr. Scott Howard; girls’ basketball Mr. Clinton Wolff
and Mr. Chris Lucas; freshman basketball Mr. Will Knight; boys’ basketball Mr. Kevin
Wolff and Mr. Todd Rice; and cheerleading Mrs. Trena Black. Our high school is
fortunate to have a booster club that is willing to support and recognize student
athletes through such events as team winter sports banquets.

Thanks for the time and effort given by the administrators and coaches at the high
school to improve the athletic ability of our students as well as helping them to become
better individuals. Also thanks to the high school booster club officers and members
and all others who helped to make these athletic awards ceremonies so successful.


American Fidelity enrollment
American Fidelity representatives will be in our district from March 30-April 2, 2020 to
conduct individual enrollment for those eligible employees working 20 or more
hours per week for primarily flexible spending accounts for unreimbursed medical
or child care, health savings account, a 03(b) before tax annuity, long term
disability (income protection), life insurance, cancer protection, and an accident
policy. The schedule will be as follows:


Monday, March 30
Enrollment at Junior/Senior High School (8:00-3:00)


Tuesday, March 31
Enrollment at Lincoln and Jefferson (8:00-3:00)


Wednesday, April 1
Enrollment at Washington (8:00-3:00)


Thursday, April 2
Enrollment at Brownsville (8:00-3:00)
District Office (Including Bus Drivers) (8:00-3:00)


While participation is voluntary, the tax savings benefit of this plan can be
significant. It is extremely important that all employees be informed of the plan’s
benefits before deciding whether to participate. Employees will be required by
IRS regulations to sign a waiver if they do not wish to participate in this benefit
option

If an employee is unable to attend an individual conference in his/her assigned
building, he/she may go to one of the other locations if one of the other times is more
convenient.


A sign-up sheet will be forthcoming to building secretaries.


Kindergarten Pre-Registration
Lincoln Attendance Center will conduct pre-registration for students who will be
attending Kindergarten in the 2020-2021 school year. Children who are five years of
age on or before September 1, 2020 are eligible to start school in August. Pre-registration
will be held at Lincoln Attendance Center, 113 Tenth Street, on Friday, April 24, from 9:00 a.m. to 4:00 p.m. for parent(s) AND the student.


Information obtained at this early registration provides us with a tentative
number of kindergarten students. The data helps us purchase supplies, finalize
staffing plans, and prepare bus routes for next year. We will conduct a speech screening and a readiness assessment with each potential kindergartner. This testing provides
parents and faculty with essential information prior to starting school.


Students who attend Kindergarten in the State of Illinois are required to
provide the following information before they start school:
 a copy of the student’s birth certificate
 an up-to-date immunization record
 a physical on the Illinois state form
 a lead screening or lead assessment
 an eye exam by an optometrist or opthamologist (this may be waived)


The State of Illinois also requires students to have a dental exam by May
of their Kindergarten year. Students who need to take medication at school,
have food or other allergies must have the proper forms completed by their
physician and parent. All forms may be obtained at Lincoln Attendance
Center. Please bring your student’s birth certificate and immunization
records to the screening. Other documents will need to be on file at the
school by August.

Early registration is crucial for students who will start Kindergarten this coming
August. Please contact the school office at Lincoln at 384-3421 if you cannot bring
your child to the April 24 screening. Friday, April 24 is a ½ day teacher-inservice for
students at Lincoln; therefore, staff will be available to give tours of the building after
noon for anyone interested! We would also appreciate you telling friends and family
about this event if you know of a child who will be five years old by September 1, 2020.


You must also attend registration on August 6 from 9:00 a.m. to 7:00 p.m. in order to
update records and find out who your child’s teacher will be for the school year.
